The electric energy meter currently used in China can be divided into two types: electromechanical AC electric energy meter and electronic electric energy meter. The national verification procedures are JJG307-2006 "electromechanical AC electric energy meter" and JJG596-1999 "electronic electric energy meter", respectively. Electromechanical AC electric energy meters and electronic electric energy meters are further divided into single-phase electric energy meters for lighting and three-phase electric energy meters for industrial use.
The two verification procedures of the national electric energy meter require that the current passing through the detection points of the electric energy meter, regardless of which type of electric energy meter (electromechanical or electronic) is detected, as long as the ratio factors are 1 and 0.5, the difference between the detected points In accordance with the requirements of the meter regulations, the meter is judged to be qualified, exceeding the requirements of the program error, and the test is unqualified, and the amount of current passed by the meter being tested is divided into full load (100%) light load (20%, 10%), after passing the test The electric energy meter, the value displayed on the scale of the electric energy meter in the unit period can be used as the basis for the user's electricity consumption, and the value is used as the amount of the trade settlement between the payment and the collection.
If the detection point current shows a positive error during the test, it means that the actual electricity consumption of the electric energy meter is less than the electric quantity indicated by the electric energy meter. If the electric quantity is settled according to the electric meter, the user's interest is damaged and the utility is more expensive, which is a negative error. The time indicates that the actual electricity consumption of the electric energy meter is greater than the electric energy indicated by the electric energy meter. If the electric energy is settled according to the electricity meter, the power supply department will be less affected by the loss of the profit. Therefore, the electric energy meter exceeding the positive and negative errors of the national verification regulations shall not be allowed. Use, this is the first test for the meter.
However, many electric energy meters meet the requirements of the verification regulations during the first inspection. After a period of use, due to the influence of many factors, there will be an out-of-tolerance phenomenon, which will cause economic disputes. The method for handling such disputes is to refund or collect the difference in electricity charges based on the error value of the verification certificate issued by the arbitration department. In the arbitration verification, the judgment is made strictly according to the error value of the national verification procedure. However, there is a practical problem here. According to the requirements of the regulations, this error value is only the data display value of the detected electric energy meter full load and light load detection point. Whether it can reflect the actual power consumption situation is debatable.
Because the rated current of the electric energy meter used by each user is different, and the power supply department is facing thousands of households, both lighting and industrial electricity, the supply current is not too large or too small at the output, each The amount of electrical power used by the user is also different. It is not the rated maximum current and minimum current of the meter, nor the full load and light load current. Must be 60% to 70% medium load of rated current. When it comes to the dispute between the user and the power supply department due to the problem of meter error, the trade settlement is subject to arbitration. We only use the current error of the current full load and light load to make the actual error of the power supply. It is obviously inappropriate. In the real work, we often encounter users, holding the meter to the arbitration check I requested. After the results of the verification certificate are issued, it is still because of the inconsistency between the full load and the light load error, and sometimes the difference is still large, and the market is not willing to return the electricity for the electricity use settlement or to cover the electricity cost. All parties are looking for errors that are beneficial to themselves. If the choice of industrial power is different, it may have a great impact on the interests of all parties. For example: 100% current full load error 10%, and 10% current light load error is 25%, the electricity supplier willing to make up the difference by 10%, the power supply party wants to charge the owed fee according to 25% light load, each holding the word . The author believes that neither the full load nor the light load judgment, because 60% ~ 70% (65%) medium load error to calculate the difference cost, which also meets the requirements of the daily power supply of the power supply department, that is to say in the electric energy meter two A 60% to 70% (65%) medium load checkpoint should be added to each verification procedure. The purpose of this checkpoint increase is to provide a medium load error that both sides can accept and use electricity in the event of a power consumption conflict between the two parties, increasing the mutual recognition of the power consumption error. In fact, when the power supply side and the power supply side settle the dispute once the power is used, most of the two parties can only use the average of the full load and the light load as the final processing result.
If the medium verification procedure directly stipulates a medium 65% load error, the above problems are solved. Therefore, the author suggests that the two national verification procedures for electric energy meters should be revised, and it is better to add a 65% medium load inspection point. It is also recommended that when the power meter measurement arbitration verification certificate report is issued, 65% of the detection point power consumption error and other load detection point power consumption error data will be issued together.
